Warning About Offering Free Chiropractic Services
Especially to Medicare Patients.
A number of chiropractors offer free exams or other services to new
patients;
be careful if you extend these offers to Medicare patients.
In 2002, the Department of Health and Human Services issued a Special
Advisory Bulletin ruling that providers who offer
remuneration—including free or discounted services, with a retail value
of more than $10, in order to influence an individual’s selection of a
Medicare or Medicaid provider—may be liable for civil penalties of up
to $10,000. Specifically included in this bulletin were discounted
medical services, which would include exams, adjustments or massage
services, among other items.

The California
Chiropractic Association (CCA) is a non-profit, professional
organization of Doctors of Chiropractic, founded in 1928. The
Los Angeles Metro Chiropractic District (LAMCD) is one of the
districts in the CCA. We represent over 65 practicing Doctors
of Chiropractic and Professional Associates in Southern California,
and our district includes the cities of Burbank, Beverly Hills, Los
Angeles, Torrance, Vernon and West Hollywood.
